The 2027 AI + software budget honesty pass.

Before the 2027 budget locks, give every recurring software and AI charge one of four calls (keep, cut, review, or consolidate) with a named owner, the evidence behind the call, and a review date. You can do it from a billing export in an afternoon: no integrations, no vendor logins, no IT ticket. The output is a decision record you can put in front of a board, not a dashboard.

2026 was the first year AI spending competed with headcount and existing software for the same dollar, and most of those AI line items were added mid-cycle, without a governance test. The 2027 cycle is where they face one. Walking into planning with a scored, owned, dated record of every line is the difference between defending your stack and re-arguing it.

Why this cycle is different

AI, software, and headcount now compete for the same dollar. The SaaS CFO's 2026 planning analysis describes AI budgets set the previous October as "already blown," with the three categories competing directly for the first time. The SaaS CFO, June 23, 2026
Consolidation is already the majority posture. In Redpoint's survey of 141 CIOs, 45% of AI budgets are replacing existing software budgets, and 54% of CIOs are actively pursuing vendor consolidation.Redpoint Ventures CIO survey, March 2026
Ungoverned AI line items are the stated cut target. Forrester's 2027 budget planning advice: "Eliminate AI initiatives that lack governance, clear ownership, success criteria, or a defined path to scale."Forrester, 2027 Budget Planning Guides, July 15, 2026
Very few can show the return. In KPMG's Global AI Pulse, only 7% of the leaders surveyed report establishing ROI.KPMG Global AI Pulse, June 24, 2026

The pass, in six steps

Inventory from the invoice
List every recurring software and AI charge from billing exports or the card statement. The invoice is the starting inventory: nothing to connect, nothing to install.
Score each line
One of four calls per tool. A cut you cannot support with evidence comes back as review. That is the honest answer, even though it is the less impressive one.
KeepCutReviewConsolidate
Name one owner per decision
An unowned decision is a decision that silently renews. Every call gets a name next to it.
Attach the evidence
Usage, overlap, contract terms: whatever the call rests on, written down. Evidence is what makes the record defensible at the renewal.
Set a review date
Every keep is a keep-until. Dating the next look means the 2028 cycle starts from a record instead of a memory.
Count only confirmed outcomes
Flagged spend is reviewable, not savings. It becomes a captured outcome only after a person confirms the change happened. Keeping that line honest is what keeps the whole number believable.

Run it now, from a paste

The fastest version takes seconds: paste your tool list into the free checker on the homepage (no signup) and see the shape of your spend grouped by likely overlap. The full free audit then produces the scored cut list itself.

Common questions

Do I need integrations to do this?
No. A billing export already contains every recurring charge. Working from the invoice means the pass needs no OAuth grants, no security review, and no IT involvement to even begin, which is usually what decides whether it happens at all.
How is reviewable spend different from savings?
Reviewable spend is money a decision has flagged but nobody has acted on. It becomes captured only after the change is confirmed complete. Any tool that calls flag-time money "savings" is overstating, and a board will eventually notice.
What belongs in the record?
The call, the named owner, the evidence, the decision date, and the review date. That is the whole artifact, and it is what lets next year's renewal start from what was decided instead of re-arguing it.
When should this happen?
Before the budget locks. For most companies planning a January fiscal year that means September through November: late enough that this year's usage is real evidence, early enough that the calls make it into the plan.
